Commerce Secretary Howard Lutnick sent a letter to Anthropic CEO Dario Amodei on June 12, directing the company to suspend all access by foreign nationals — including Anthropic’s own non-citizen employees — citing national security export-control authority. 

Because Anthropic cannot verify user nationality in real time across its global platform, API, AWS Bedrock, Google Cloud, and Microsoft Foundry simultaneously, the only legally compliant path was a complete global shutdown. What Anthropic Actually Said 

Anthropic pushed back publicly — which was unusual. IBM X-Force’s Valentina Palmiotti added another wrinkle: in the same week, security researchers were complaining that Fable 5’s guardrails were too aggressive for legitimate defensive cybersecurity work. The model was simultaneously criticized for being too restrictive by defenders and withdrawn over a capability concern by the government. The Amazon CEO Connection 

Reports from Axios and others indicated that the directive followed a phone call from Amazon CEO Andy Jassy to Treasury Secretary Scott Bessent about a security finding. Outside security experts later described the finding as routine defensive security work rather than a weaponizable jailbreak. Claude Fable 5 Access and Billing: The July 7 Deadline

July 7, 2026 is the date to put in your calendar. After that, any Fable 5 usage on Pro, Max, or Team plans requires usage credits beyond the included plan allowance.
